My wife translated what she could see in the picture.
Starting at the left: This is a person's name, ISHIDO (last name), TERUHIDE (first name). Japanese always reverse things.

There is more characters at the right of the picture that she cannot see. If you can post or send me a picture of those characters we may be able to get the full meaning. email donhulme@msn.com

Ishido Teruhide is listed on page 171 of Slough's book "Modern Japanese Swordsmiths 1868-1945". He made medium to high grade Showa-To (oil quenched blades) and medium grade Gendai-to (hand forged, water quenched).
