Here are pic from inside. Is it inert? Little bit of debris in base of tail cone, but that's it.

It seems like these red tags usually say a slight variation on this, depending on whether it is a grenade, bomb or whatever.

A bomb that looks like this one is shown on p. 41 of Jerry Price’s “Japanese WWII signal/ smoke/illumination ordnance” book. The red tag on his is a little different, though. It talks about landing without dropping the bomb.
