I have a series 99 Arisaka which has the mum intact except it has an X crossed over the mum . What does this mean ?

It's a cancellation mark, the Mum is a symbol of ownership by the Emperor, by placing an X over the Emperor's symbol it dismisses it as his property. Some equate an X over the mum as being captured in the field, and a ground mum as being an official souvenir... There's truth in each, but not 100% all the time. The Type 38 carbine that my Grandad sent back in 1946 (he was in the occupation) has an X'd (cancelled) mum.
