Everything I can find gives a 139gr bullet at 2500 fps.
In my Lyman manual, that's right at maximum for IMR4320, and beyond maximum (or case capacity) for every other propellant.
As it turns out, the Lyman data uses a carbine with a 19 inch barrel. So velocities are 150 to 200 fps lower than with a long rifle.
I'm sitting in the corner with a bag over my head.

I can't answer your question specifically. I don't recall orginal military speeds, but 2500 fps, seems fast.
With that said, I don't think I have chronographed my 6.5mm loads. I will check. I prefer using IMR 3031 or 4895 with 140gr SP or Match bullets. Let me dig into my stuff and see what I can find. I'll post my favorite loads once I dig them up.
