Will a Type 99 firing pin spring work on a type 38 rifle?

Only if you change the safety at the same time.
Trey is correct, I misread your post, springs are the same; pin and safety must be changed as a set, sorry.

The springs are the same except for the finish, if you're using a different pin, you have to use the correct safety for the pin......
