The kanji translates "Asahigawa City, Sasaki."

I couldn' say for sure about the value of the flag, but it's a nice one. It looks like one of the cotton or linen ones with the sewn center. Is that correct ? Nice !!!

The center is not sewn. IŽll try to post a more detailed pic.
